The Choice Neighborhoods Implementation Grant will support three core areas:

• Housing: PHA, Choice Co-Applicant and Housing Lead, will oversee the redevelopment of 297 mixed-income rental and homeownership housing units in the North Central neighborhood;

• People: A core principal of HUD’s Choice Neighborhoods Initiative is to go beyond the redevelopment of housing and create opportunities for public housing residents to access services and programs they want and need. Asociacion de Puertorriquenos en Marcha (APM) the People Lead, PHA, Temple University, Norris Resident Council (NRC), and a vast array of other leveraged and contracted partners will implement the people Strategy. This strategy is designed to increase opportunities for Norris residents to access services and supports to improve health, financial and education outcomes; and

• Neighborhood: The City of Philadelphia’s Office of Housing and Community Development (OHCD), the Lead Partner and Neighborhood Lead Partner, will support the conditions necessary for public and private reinvestment in North Central, including safety, innovative green/stormwater projects, commercial activity, homeowner repairs, and vacant lot management.
